This paper is based upon an investigation into the characteristics of socially disabled people ('misfits'). It is empirically shown that the clients in various kinds of establishments have a remarkable degree of similarity as to behaviour, marital status, level of education, financial situation, lack of compliance with therapy. Close cooperation between the mental and the social health care is therefore an urgent necessity. A favourable basis to this purpose is the ongoing regionalization. Furthermore the existing difference in financing in relation to the admittance and attendance of the clients ought to be abolished in such a way, that financially it makes no difference for a particular client in which institution he stays.
